Abstract
The competencies that occupy a middle ground on the social stair are the most knowledge-producing part, as well as, the basis for the rest of society. At the same time, they are the leaders of any radical change. In developing societies, competencies have become the intermedient and indicators of any modernization processes by measuring the effectiveness of this part of society, and the size of its role in whole society.
